It’s taken me some time to find out who designed this building. It has, according to the university brochure, won numerous awards:

The Arts Hall received the Korea Grand Prize in Architecture in 2005. It was selected as one of the world’s 11 great buildings in 2004 by Architectural Record.

I really like this building – it is on my top 10 favourite buildings in Korea. The maze of ramps and staircases  remind me of the Sports Centre at the University of Cape Town by Roelof Uytenbogaardt – maybe that’s why I like it so much.
